tablet fertilizers

Is it ok to soak a tablet fertiziler in water and then use the liquid as a liquid fertilizer??

They don't dissolve all that well. I had the Seachem ones in my first 20G tank and a couple months later accidentally gravel vacuumed the area. It made a big mess and I had black sludgy stuff all over the gravel.
