Could anyone suggest what might be the trouble with one of my Tetras, and what to treat it with? The other bigger fish seem fine. I have several small Neon tetras however that show ragged fins.
So the Black skirt tetra has a whitish haze on it's eyes, and on parts of its body. Also a bit of something hanging off a lower fin.

The others don't seem stressed at all and it's been like this for maybe 3 weeks. We do weekly 1/3 water changes. 70gal tank, been established for about 9mo.
