I know much of this country is still buried in snow or at least locked in the deep-freeze of winter but it's never too early to start planning your pond. In fact, before proceeding, it's a good idea to check if your area has regulations and bylaws which may or may not require permits when constructing a pond. Start early to be sure you acquire any necessary permits &/or incorporate any requirements into your plans so that when the ground thaws you are ready to start construction of your pond.
Here's an article which covers many aspects of planning, designing, building and maintaining a pond: http://www.evergreen.ca/en/cg/resources/facts/cg-fact4.pdf
