Is it ok to pick rocks from outside, clean them up well, then put them in an aquarium? Or could there be something in the rocks that cleaning wouldn't get rid of that could be dangerous to fish?

It's fine if they're clean. I do it all the time. I don't take them from roadsides or anywhere near industry.
You have to be certain the rocks go with the fish you want. A limestone rock in a tetra tank is a disaster, as it will harden your water. That being said, you could buy the same water hardening rock in a pet store that you could pick up in a field. So you need a little research into recognizing basic rock types, but that's easy enough. A trip to the local library and ten minutes with a field guide will take care of that and save you a lot of money.

I was thinking of grabbing some from our pasture as there is some nice looking ones that I thought would look good in the aquarium.

just watch out for metals in the rock.
